Pete, from what I saw of you the other day, I don't think your flutter kick is anything to be too concerned about. I thought the glides you executed revealed good potential to get balanced, and the switches when you attempted to pause the kick between strokes showed the same. Developing your ability to quiet the legs like this whilst swimming should allow you to lengthen more through the hips, and this will hopefully have the effect of lifting the legs to the surface.
