Late to this but I have used baby oil as a barrier. Get in a shower and apply it generously. Massage in for as long as you don't get bored/tired. Longer the better I guess. Then wash off with soap and water. The oil gets absorbed into the top level of skin without leaving it oily and provides a barrier. It's good as a general moisti=urising treatment for hands etc. Much better than creams/waxes etc. imo.

Getting the chlorine off you after swimming is probably as important as anything and for this I now thoroughly shower in cold water afterwards, rinsing off until the cold feeling goes, and then using soap to wash myself top to toe. I had chlorine itch before discovering this trick. I don't bother with the oil anymore.
