Default Gaining stamina

This morning at the pool I set a goal for myself to do as many laps with proper technique as I could. Just so all you know I can't do 30 or 40 like some here so I wasn't a total idiot in setting those goals lol! However, as a newbie I did manage about seven laps with good form, swimming tall, two-beat kick the whole bit. Then as I tried to go on I noticed my legs feeling very heavy, almost like weights holding me back. I thought, "Okay mental checklist; head down...check, arms on wide tracks..check, breathing okay...check, roating the core correctly...check." So what gives?

I'm a long time runner and remembered when I would take a considerable amount of time off from training I would get fatigued quickly and half to build up my endurance again. Does the same apply with regards to swimming laps in whole stroke for a newbie? Any information would be much appreciated.
